Communication 260916
October 29, 2026 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning unsigned Bill Number 260343-A, introduced by Councilmember Cindy Bass, and passed by City Council on October 15, 2026. Bill Number 260343-A would change the zoning for the property where Ada Lewis Middle School is located, from RSD-3, Residential Single-Family Detached to SP-CIV, Special Purpose – Civic, Educational, and Medical. This limits the potential future use of this property. I question the prudence and potential long-term unintended consequences for rezoning properties owned by the Philadelphia schools in this manner. For these reasons, I am returning Bill Number 260343-A unsigned. Respectfully, Cherelle L. Parker Mayor
