This is now the public meeting. The Chair recognizes Councilman Goode to make a motion on Bill 040184, with a request for suspension of the Rules.
Thank you, Mr. Chairman. I move that Bill 040184 be reported out of Committee with a favorable recommendation and with a further recommendation that the Rules of Council be suspended so as to permit first reading at our next Council Session. (Duly seconded.)
A motion has been made and properly seconded that Bill No. 18 040184 be reported out of Committee with a favorable recommendation, and that the Rules of Council also be suspended to permit first reading of Bill No. 040184 at our next scheduled Council meeting. All in favor signify by saying aye. (Aye.)
Can I just be respectfully recorded as just abstaining for the moment? I really would like to just think about it a little more before I offer my unqualified support for it. Of course, we'll have the opportunity to vote at final passage, but I'm not speaking against the bill. I just would like to be recorded as abstaining for the time being.
The Chair recognizes the opinion of my colleague, Councilman Kenney. Let the record reflect that Councilman Kenney has abstained from this vote. The ayes have it and Bill No. 040184 will be reported out of this Committee with a favorable recommendation placed on our next First Reading Calendar at our next City Council Session. This concludes our public meeting. - - - - (Time noted: 11:25 a.m.) 70 C E R T I F I C A T I O N I HEREBY CERTIFY that the foregoing proceedings of the Council of the City of Philadelphia of Wednesday, October 20, 2004, were reported fully and accurately by me, and that this is a correct transcript of the same.
