We voted 42 06/10/04 - WHOLE - PUBLIC MEETING the amendment. I think we're making things very confusing. An amendment was introduced. It was voted upon. A motion has now been made on the bill as amended -- well, I think we have to start all over again. And I wish people would pay attention. It's just getting too confusing to keep going back. Councilwoman Blackwell, I would ask you to please offer your amendment one more time.
Madam President, I move that the amendment to Bill 15 No. 040603 be adopted. (Duly seconded.)

Aye. The ayes are 11, the nays are 6. The Chair again recognizes Councilman Nutter regarding Bill 040607.
Thank you, Madam Chair. Madam Chair, if I could have Sergeant-at-Arms assistance, I have amendments to Bill 040607.
Does everyone have a copy of Councilman Nutter's amendment to this bill? (Pause.)
Madam Chair, I 48 06/10/04 - WHOLE - PUBLIC MEETING know there are other amendments around for Bill 040607. It's probably easier to distinguish between the amendments by the ones that were just handed out by the Sergeant-at-Arms do not have the City seal on them or the printed City of Philadelphia at the top. And the first rate on the wage tax January 1, 2005 through December 31, 2005 is being amended to 2.831. That's the version that I'm working from. I'd like to put on the record Madam Chair that this proposed amendment does change the rates of the bill as it was introduced, but I believe most importantly, similar to the recommendation from the Tax Reform Commission on January 1, 2015 the resident wage tax rate would be 3.25 which is the same ending number as the schedule of the Tax Reform Commission. Obviously, the rates are changed within, but it still reaches in 10 years the goal of the resident wage tax goal of 3.25. As I said again last time we were talking about this particular bill, it does take away the trigger mechanism Bill 92 from a couple years as well 49 06/10/04 - WHOLE - PUBLIC MEETING as with the cooperation of Councilman Mariano the other triggering mechanism related to real estate taxes. Having said that, unless there are any questions I'd like to move the adoption of the amendment as circulated by the Sergeant-at-Arms to Bill 040607.
It has been moved and seconded that the amendment be adopted. Roll call vote.
Councilwoman Blackwell. These would be to the amendments that were offered by Councilman Nutter on Bill 15 040607.
The 8 amendment is adopted. 9 Again, the Chair recognizes 10 Councilman Mariano. 11
Thank you, Madam President. I would like to make a motion for amendments for Bill 040607 which delete the previous amendments and add these amendments.
Very well. Are you making a motion for the adoption?
Councilman Clarke, did you want to be recognized?
Yes, Madam President. I actually wanted to speak briefly prior to the votes on the amendments.
