restaurant catering takeout giveaways all that we have a we we have a uh we'll have something in
fairly strict in there and then make sure that it is for the caretaker residential only there's not
going to be any type of leasing and yeah yeah general public anything that goes to is to
strictly be like strictly for the montessori which is beautiful um but with more concern about any
short-term swelling we saw we saw your comments okay all right that's my biggest guess anyone
else in the audience i see no more hands at this time cheers morning commission good morning liz
fusillade on behalf of the philadelphia city planning commission the comprehensive plan
recommends no change to the rsa 5 residential single family attached zoning at this location
the city rezoned this neighborhood in 2011 in a council supported map change the comprehensive
plan recommends identifying appropriate sites for future expansion and development of cultural
facilities the proposed dimensional relief appears to reflect existing site conditions
and the proposed use variances are accessory to and incidental to the religious activity
already occurring on the site neither the condition of multiple principal buildings
nor addition of a prepared food shop or single family pardon me single room residence would
appear to injure the use of adjacent property the city planning commission recommends that
board grant the proposed use in dimensional variances so mi 2025 007 285 821 to 25 north

missing uh proof of mailing um i know that had been asked for we needed to make sure that proof
of mailing was sent out to the neighbors we did not receive uh what we feel is sufficient to go
forward today unless you have other documentation we have a letter and then we have um something
from the postal service that does not appear to be sent out to the requisite number of neighbors
and it isn't basically stamped by the postal, the U.S.
So I thought I responded via email with the mail posting.
I can upload that to the record by the end of the day.
The letter of support.
Yeah, if you can show it to us now,
and if it's what we think that is not sufficient to go forward today,
but if you can show what you're talking about.

five days in advance with this hearing i know you have some yet to submit yeah i have to yeah
i have to submit my letter of support yes okay all right thank you and do you waive your reading
you know you refuse to on simply to its accuracy I do all right thank you you can share your screen
of a seat with your case before we do that I'm sorry this is Lynn Rydell-Huber board
counselor can you please resubmit um what you just showed the board because we only got one
page of that that you indicated there were two pages and the second page actually had a stamp
on it if you can submit those thank you yeah do I do I you should I email it or how do you want
me to do it or just you can upload it that would be preferable and if you can't then you can email
it but it needs to be you know part of the record thank you thank you all right i'm going to share
my presentation now can you see my screen yeah okay so good afternoon board this property is a
41 40 48 41 fairmont avenue so the history of this property it was already zoned as a duplex
the property actually burned down has been in a family for over 20 years the property burned down
the son has recently taken over the property from his father and mother he's looking to just get
their zoning back to a duplex and then so that he can basically uh re-renovate the property
all right why don't you start showing us some photos and plans this is a letter of refusal
it's a picture picture of surrounding property so this is the the current owner this is they
they were deeded the property from the sheriff in 2001 it's on fairmont avenue um the current owner
these are the corner current owner's parents uh eugenia and tony mcfadden
the property is at 49th and fairmount
so uh it's not far from the rec center in west philly
this is a picture of the outside of the property so as you can see um the property already has the
two meters and stuff like that outside because it was already zoned for um a duplex um i don't
have pictures on the inside of the property because it's just completely burned down so
it's not really safe for us to go in and get pictures um but i can attest to the property
it basically had a fire and it was burnt down completely so now we're just trying to get the
zoning correct so that we chose the plans for it so he hasn't provided plans right right um these
are properties that are nearby this is a a business a business center that's across the street from
the property there's a corner property down the street which is a business on the bottom residential
on the top down the tax terms you see that has a zero balance and then we're free to answer
any questions about the property um and we don't we don't have any any what what we what we want
to turn into so originally it was a duplex it was two two bedroom duplexes but i'm saying what how
you would structure it all like we don't no documents that plans at all no we don't have
plans he doesn't have plans for it um because ideally the structure is going to stay the same
we're just going to renovate the property he lost the zoning permit for it okay all right
um you want to bring your client on yeah um his name is kashawn mcfadden
i don't see anyone in a virtual audience with that name
all right does anybody have any questions for Devin yes are there any other multi-families
on the block yeah so the property the property that I showed you that was a business center
that's right directly across the street the corner store is also a multi-family and then
directly across the street there's two multi-families well I guess the corner store is mixed use because
is it's commercial on the bottom and then uh residential on the top
and again this property was sorry go ahead what's what's what's your what's the plan for the
basement there's no basement living that's just storage so how the property was originally set
up it was just two two bedroom apartments one on the first one on the second floor there's no
basement living so um they actually are just going to keep the same they want to keep the
same layout and everything because the structure is still fine it's just they had a fire in the
property so each unit has a separate door
so each unit has a separate doorway correct yes there's two doors in the front
and and what's the configuration two two bedrooms uh yes it's two two two two two two bed one baths
do you know how big the bedrooms are 12 by 15. both bedrooms would be 12 by 15. yes
no way oh yeah no way you got to I'm looking at this I'm looking at the I'm
looking at the plan that's a key shape fill it up your row house there's no
way you can add to two bedrooms on the second floor that's what I saw about a
contractor he was there but I do know there's no basement living there was
never any basement living and they're going to structure itself is sound is
just that they had a fire and has been sitting for a while he's transferred
it's transferred from his parents to the son
and now they're looking to
Is there a plan to add
to do an addition of any type?
I'm sorry, I didn't hear your question.
Is there
a plan to do an addition of any type?
Like expand it?
Any addition.
When you say addition, you mean like
addition, like adding on to the building
itself? Yes, correct.
No. No. So it's going to be
exactly in the existing footprint
no basement no basement correct and it's going to be two two-bedroom apartments yes
and what did the rco you said the rco supported your uh proposal yeah the rco supported i talked
to him this morning they did support it because it's been in the community for a while um his
parents actually were basketball coaching community so and they had the duplex for a while
i can call them on the phone they supported they said that they were supposed to be sending a
I thought they did and they didn't I can call them on the phone. You were sworn. We take your test questions are from our attorney.
Just a thought. Did you want to wait till we get the actual RCO letter? Well, so here's what I'd like to do is go through the whole thing.
And then close it and just wait for plans. That's what I meant. We're done. All right. Questions or comments from the virtual audience.
Planning Commission by chair there are no hands at this time.
Thank you.
Good morning, Liz usually on behalf of the Philadelphia City Planning Commission.
The comprehensive plan recommends no change in zoning at this location from the existing RSA 5 residential single family. The property has a documented history as 2 family.
The planning commission recommends the board grant the requested variance for 2 family.
Okay. So, so Devin, the case is closed, right? But we want to see plans for what the first and second floor is going to look like. Okay. So can we, do you think we can have that by the 16th?
All right. So we'll hold this vote until the 16th, but everything's closed other than the plans. And then if we had any questions for you or the owner, okay?
As well as the receipt of the RCO letter.
And also, if you get an RCO letter.
And can the plans indicate where trash is going to be stored?
I think they were just doing street trash, but I'll ask them.
Thank you.
Thank you, Devin.
Thank you.
Number 10, Mr. Nockamson.
MI 2025-007-340-621-South 60th Street.
morning mr chair members of the board please state and spell your name for the stenographer
alan knockamson a-l-a-n the last name knockamson n-o-c-h-u-m-s-o-n right do you swear or affirm
to tell the truth the whole truth and nothing but the truth i do could you identify your client
the relationship to this property yes my client is vince simus uh realty llc until left of me
is its principal adolph bellamy and i see there's a support letter from the third ward executive
and i believe there was a second letter that came in yesterday i'll find that for you we'll take a
look um vice chair has a few questions good morning have you submitted your documents and
is it just five days in advance of this hearing i have and do you waive the reading of the refusal
and simply to his accuracy i do i just need to be promoted uh as a panelist thank you you can begin
council uh what is the second they're being promoted i have in my package
Council, what is the second? They're being promoted. I have in my package. One was it? So, you know, I forgot the name of the exact organization. We have the third ward executive committee and then we have you send a letter and then to Mr. Sampson of I said third ward executive and then Mr. Sampson yesterday afternoon sent the letter to me. I believe they copied. Maybe they didn't download it onto the system. We'll share. I mean, we have in our presentation materials.
okay great thank you welcome uh i did not hit the button to accept the panelists
if you can just we'll get we'll get this done right away yeah
thank you
All right, so I'm here to present 621 South 60th Street.
We have 11 exhibits here.
As I stated, Mr. Bellamy is the principal of Vinsimus Realty, LLC.
At the conclusion of my presentation, I would ask him to be sworn in and I have some questions
for him.
So this is a CMX2 property. We are allowed technically to have one commercial unit and two residential. We're just trying to eliminate the commercial component, and that's our refusal. It's not out of character, and we have no opposition from the community in this respect.
and you'll see how it's configured it's always been configured this way we have a letter of
support from the third ward executive committee um i and also west philadelphia economic development
council which is dated as of yesterday's date um i was asked to read into the record uh just the
conditions we would agree to um with some of them are enforceable some of them are not but that was
what i was asked to do from who the third or the the uh the west uh the west philadelphia economic
development council so these are the conditions we would agree to all trash and uh and refuse
shall be stored indoors that's an enforceable proviso the subject property will be professionally
managed and management contact information will be made available to neighboring property owners
and residents while not enforceable we'll agree to that um and i'll leave without deferred to
