Board Member Danzy noted that the Board last monitored this Guardrail in November 2021, as Guardrails are monitored once per year. Board Member Danzy also shared that the Board will analyze data specific to three indicators we have identified for Guardrail 1 and ask specific questions to help better understand the needs of students and school communities. Dr. Watlington provided a review of progress made on Guardrail 1, including a description of trends that have been observed. He reviewed Guardrail Indicator 1.1: Climate and Instruction Scores, which looks at

overall climate and instruction ratings on the District-wide Survey (DWS). The following staff reports were provided: ● Dr. Tonya Wolford, Chief of Evaluation, Research, and Accountability ● Shavon Savage, Deputy Superintendent of Academic Services ● Uri Monson, Deputy Superintendent of Operations Following Dr. Watlington and team’s presentation, the Board engaged in a discussion and question and answer period. Vice President Egea-Hinton further shared that the District reported that only 7% of schools are meeting both the climate and instructional environment target scores

which is below the annual target. Vice President Egea-Hinton noted that the 2021-22 school year data being monitored was the first time students were in school for a full year since the pandemic. She likewise highlighted that the District is on track towards Guardrail 1.2, the percentage of District buildings that are Lead Safe Certified, as well as being on track with the second part of this indicator which measures the number of hydration stations installed. Vice President Egea-Hinton highlighted that the District reported that every school has at least one hydration station on every floor. Lastly, in tracking the final indicator, Guardrail 1.3, which is the percentage of schools with at least two full time equivalent positions per 500

5 students to support student mental and behavioral needs, she noted that the Board must acknowledge that all of this data needs to be considered in the context of what has been happening within school communities. Vice President Egea-Hinton summarized key action steps that the Board can anticipate as the District continues to work toward making progress on Guardrail 1. Key action steps included the following: ● The District will continue to promote the District wide Survey to students, staff, and families to encourage completion of the survey to provide school leadership with a complete picture of how they feel about their school community. ● The District will dedicate time to review data at the central office and school levels to inform decision-making and address issues. ● Dr. Watlington will continue to develop a culture of support for school leaders to use data. ● The District will continue to be intentional about tracking outcomes and measuring progress for

the programs that have been implemented using federal funds. Vice President Egea-Hinton shared that the Board acknowledges that while the Board is only tracking specific indicators for Guardrail 1.3, there are other supports in place that students may have access to, and that the Board is requesting a comprehensive picture of all of the services and programs that students may receive to support mental and behavioral health needs. Lastly, Vice President Egea-Hinton acknowledged that the Administration has flagged for the Board that to continue progress on Guardrail 1, the Board should anticipate additional action items to support the implementation of MTSS, requests to install additional hydration stations, contracts to obtain addition lead-free building certifications, as well as expecting Dr. Watlington to put forward a budget in the winter/spring that continues to maintain staffing levels at schools to support student mental health and behavioral needs.
