mi2026-002-245-3916 brown street michael mattioni is the attorney
good afternoon again mr mattioni you've already been sworn
And just for the record, state your name.
Michael Mattioni, M-A-T-T-I-O-N-I.
Right.
And could you identify your client, their relationship to the property?
It's Alpha Acquisitions LLC, and they're the owner of the property.
Our vice chair has a few questions.
Good evening.
Have you submitted your documents and exhibits five days in advance of this hearing?
And do you weigh the reading of your refusals and stipulate to their accuracy?
Thank you.
You can share your screen and proceed with your case.
Thank you.
thank you again uh i'm representing alpha acquisitions llc they're the owner of 3916
brown street and i have renato reside the principal with me here today
we did turn in all of our materials in advance including
um support correspondence from council member jamie gaudier and also from
the mantua civic association coordinating rco this is a vacant lot
it's a long-standing vacant lot there's a picture of it uh on this block of brown street we're
seeking to build a new three unit structure on this vacant lot we met with the rco they support
this they wanted us to make two changes one was to remove the rooftop deck that had been proposed
and the other was to have trash storage in the rear of the property and the developer agreed to
do that this is an interesting block um there are 22 vacant lots on this block in fact there's more
vacant lots on this block than there are structures um this lot is on the south side if you look on
this lot is on the south side if you look on the south side of the block every single developed
unit on the south side is multi-family including the only two construction that's happened in at
least the last um 50 years and that's it uh 3930 brown street which is a three-unit structure being
built right now and 3904 brown street which is a two-unit structure that was completed about
about a year ago these are just photos showing the um the block that's 3930 brown the new
construction another multi-family 3938 there's 3930 which is three units it's being finished
again the site just showing the the numbers of vacant properties 3908 which is multi-family
3,904, which is multifamily, and 3,900, which is a commercial unit and multifamily.
They're on the south side.
And on the north side, again, you have vacant properties, a single family, two garages.
Again, on 39, on the north side, you also have four multifamily structures.
and then six single-family structures on the north side of the block.
This property is on the south side of the block,
but just going through and just showing additional multifamily units on the north side.
And again, large numbers of vacant properties on the block.
Again, 22 vacant properties on this block.
It's a proposed three-unit structure.
we did have revised plans formed because of the removal of the rooftop deck and
relocation of the trash storage area to the rear of the property you have a
bi-level unit lower level it's a but it's more than 50% above grade a bi-level
unit the lower lower level in the first floor it's about 1625 square feet with
three bedrooms on the second floor another two-bedroom and on the third
floor two-bedroom unit they're in conformity with what's there we know this is an rsa5 lot the only
new construction that's happened anytime recently on this block has been multi-family every single
developed property on the south side of this block of brown street is multi-family
for building what's already there that's the application i don't have a whole lot more to
um say other than you know it's just vast 22 vacant lots on the block so there's just not a
whole lot of things being built there and certainly nothing other than multi-family units are being
built if that i'd like to call my client you want to please state your name is spelled for the
Z-A-J. Right. Do you swear or affirm to tell the truth, the whole truth? Nothing but truth.
I do. Counsel? Renato, did you hear my statements to the
board? Yes. And are they true and correct? Yes. And do you adopt them as your
testimony? Yes. Questions from the board?
Yeah, I have a question. So if you can go back to your rendering,
I know that there's a lot of vacancy on the block, but all the
remaining homes that are on the block have porches. I don't believe
your rendering show that you had a porch um is there any particular reason why you didn't want
to you know continue with the characteristic of the homes that are already on a block and add a
porch i did want to say and i do agree with you generally but i know 3904 which is new construction
does not have a porch um ms graham but i do understand the statements that the other ones
do and that's up to the client now to testify about the porch issue
so we what's the depth of your your basement below the grade looks like this one the picture
you show looks like it that's not our property that's not our property you know what i'm saying
but it looks like a porch is playing yeah on that one that's 30 that that's 39 that's one
new construction that does and then there's one new construction that does not so that's my question
there of course i'm sorry it will take up it will take up a lot of space from uh from the room
upstairs and we saw them can't hear you can't hear you it would take a lot of space off from
the bedrooms upstairs and we saw that the majority of all the new constructions there
they'd go straight not a lot of them have porches i think maybe like one probably had a porch
there's more new there's more old construction than new construction correct right and that's
that's what i'm saying so the majority of the characteristic of that block has porches
what I'm saying so the majority of the characteristic of that block has
portraits now I know like I said
now i know like i said there's a lot of room for vacancy but the impact that the neighborhood
characteristics would be impacted if you don't have a porch and maybe you're trying to continue
on with the trend but the trend the block is trending porch block and what's the what's the
depth of your uh basement slab below grade four feet four feet four feet okay can you zoom into
that elevation and where is your where does your alignment happen of the for the front facade is
Is that aligned with the nearest front facade?
We're 3916.
The next structure is 3930.
