thank you chair uh please promote nilda pimentel to the uh panel
they're being promoted okay and then you're okay with this right council yes all right
can you all hear me good afternoon I Nilda yes please could you please your name and spell for
the stenographer yes n-i-l-d-a pimentel p-i-m-e-n-t-e-l right do you swear or affirm
to tell the truth the whole truth nothing but the truth yes i do please proceed yes good afternoon
mr chairman and members of the zoning board uh i'm participating uh representing nascan the
coordinating rco as it's our practice we uh consult with the neighbors of the proposed
uh project on the west and east sides of the property on fair hill and reese streets
uh where many of the homes will be located um out of a total of 14 neighbors that were contacted
12 of them are homeowners and we can report that we did not receive any negative feedback from them
nor any indicated any opposition to the project as we indicated in the explanation letter that
we submitted. Our art CEO is satisfied with the materials.
Our CEO is satisfied with the materials combination of the composite wood, the brick veneer, the developers are proposing to use in the construction.
We're also very pleased with the landscaping plan and we have no issues whatsoever with the height, the dimensional requests that have been made.
Our opinion is that the proposed homes are going to enhance the surrounding aesthetically.
The homes not only be great for the individuals that will occupy, but also for the neighbors to have those type of homes on their block,
particularly when you have some packets in those two blocks that are a little unkept.
So the benefits for the current homeowners, as well as the nearby neighbors, we believe will outweigh any adverse effects from approving the variances.
So we're pleased, as we indicated in the letter, that the developers have agreed to work with the RCO in helping to identify some potential homeowners and also recommend different types of trees to be planted around the development.
In conclusion, consistent with the vote that was taken at the Sony meeting, our CEO fully supports this application, and we hope that you see it also.
So, Mr. Chairman, hopefully you'll support the application.
Thank you.
Thank you very much for getting on.
See you, everybody, at 2 p.m.
okay so we want to we have one case we want to finish up from this morning and it's um
um 521 susquehanna avenue darwin is there anything else you need to add
no no um uh i take that back i literally just got an email from the rco saying that they received
a letter of non-opposition from the council person's office okay so i don't know you can
once you get that could you
from that case here why don't we do this why don't we wait because i i still he we still
got to finish up then we're going to go to the board okay all right so thank you we'll we'll
make sure we get a copy of that all right yeah questions from the board yes i have a question
can you pull up the site plan again um shows the parking
and then for this have you done a preliminary streets review for the curb cuts for the front
loaded parking spaces i would defer to the architect on that but just in the general
general process you know streets the streets department checklist has to be submitted before
before an application is submitted under the Eclipse program.
Well aware.
So if you don't mind, I'll take it.
Barley here again.
Yes, we have submitted to Street.
We had a few good comments with respect to the curb cuts and the overall design.
We revised and got approved for prerequisite zoning submission.
Okay. And then what is the, what is your plan for the stormwater management?
What we did, I believe that what we did is basically we have enough open space to accommodate for the stormwater.
It's going to be single families separated.
So they're not considering this entire site is above the 5,000 square feet?
i i believe they don't let me make sure that i'm giving you the correct information okay
yeah i mean i know the regulation changed this year but i thought this was still in its
yeah and and i understand your concern however what we are doing yes we're reconfiguring the
lots so we're making these four well two smaller lots with two bigger lots into ten lots all the
lots are i understand but the pwd generally considers that a same project so it's still
it's and requires the criteria um which is why i was i'm asking because i think a lot of those
aspects of the project have a lot of ways that they kind of integrate into
all the pieces that we're talking about for zoning so if we're talking about the
all the pieces that we're talking about for zoning so if we're talking about the roof deck
roof deck we're talking about
we're talking about the sight lines we're talking about walkways and drainage and water and grass
it's all of the things that are on this plan now and um it would be the first development
of that scale in this specific surrounding area while there are lots of other housing developments
they all predate these regulations and so i just want to know because some of that's not currently
shown in this plan and is going to alter where things end up being and so yeah so when I'm
looking at the records I do see that our civil engineers submitted for a utility plan a grading
plan and a landscape plan but I don't see the requirement for the stormwater okay so right now
these green roofs aren't planted green roofs these are roof decks these are roof decks yes okay
Okay. And then is there a specific reason that Lot J is being left vacant? Like, is there a use for Lot J? Or is that just like future development potential?
It's future development. We're thinking that we can make it into a corner store, but we're...
But it's not on the corner.
Lot J is two lots in from the corner.
The corner is 517, and that's essentially where 521 was.
Yes, you're right.
And I think that's what confused me earlier.
I think you cleared up some of the questions, but that's an outstanding question.
Nonetheless, commercial is being content-filled.
Commercial, okay.
That's our intention.
okay all the questions yes okay let me make sure i understand each one of these units is going to
have its own uh parking pad if you will and each one is going to have its own deck
roof deck roof deck okay all right um thank you okay so on this plan when when i'm seeing these
cars why are they on here it is that i don't see that it's showing like turning radius like you
would usually see if we're talking about a parking. That's absolutely correct. So the plan
that you're looking at is really, I simplified it for presentation purposes, but we do have the
street department with the turning radiuses showing that each and every parking spot is
basically within the turning radiuses. I could, if you'd like to see it, I do have it on my screen.
I could I could share it and show it to you one might take a second to come up let me know if you
see it yep yeah so um so here you would see the labels of each parking and kind of showing
how does uh add egress and uh egress of a car coming in with the radiuses so squad is at the
bottom and ferry is at the top all right okay thank you all the questions what what's the square
footage of of the units generally um they are about 1800 to 2000 square feet okay
decent decent sized units and they're all for sale see fee simple right that's correct
questions mind you we had a we had permits back in 2021 to build 33 rental units and now
we're doing home ownership that that's a good thing
none at this time comments from the virtual audience come on up
could you please state your name and spell it for the stenographer

are no hands planning commission good afternoon liz fuselay on behalf of this philadelphia city
planning commission in a community requested map change in what is now the existing zoning
521 to 523 susquehanna are zoned rm1 residential multi-family 527 susquehanna is cmx1
neighborhood commercial mixed use and 2209 fairhill is zoned rsa5 residential single family
these locations are within a predominantly single family row home neighborhood with on street
parking. With the parcel line realignment, the applicant proposes to develop 9 of the
10 available lots. If the 10th parcel were included, the min requirement for affordable
units would be activated. The lot size change is de minimis and in line with existing development
in the neighborhood. But for a 14 duplex residential development, the majority of existing row
homes do not include off-street parking. Adding off-street parking will increase the number
of curb cuts and decrease the readily available off-street parking for the community there are
no unique physical conditions or circumstances of this property that would prevent it from being
used in strict conformity with the zoning code the city planning commission recommends that
the board deny the use variances for front yard setbacks and off-street parking and grant the
variance for minimum lot size as it is de minimis thank you MI 2026 002 189 521 West Susquehanna Avenue
