I can go to parcel section 10.
We'll start with nine.
Here is the survey.
we're looking at four parcels, four existing parcels, one large one, another large one at the
corner, and two small ones. That will be subdivided and we will create 10 parcels A, B, C, D, all the
way through parcel J. As I mentioned before, parcel J is not part of this application because
frankly we're going to look to um possibly make that into commercial again as i mentioned this
is an application for nine single family homes um is is the architect available
architect please hey board architects here my name is bar levy um you're the architect sure
uh yeah i'm i'm an architect but i think you know she's on the record yeah who okay darwin
who are they the architect they are the architects i believe the okay who's going to testify
i'll take it yeah i will testify okay all right could you please state your name and spell for
the stenographer uh it's bar levy b-a-r-l-e-v-y right do you swear or affirm to tell the truth
the whole truth nothing but the truth i do counsel okay i'm just gonna ask bar to walk us through
the plans as i walk through each sheet or if you can tell us what we're looking at and explain
the project um we won't start here let's just we can start here yes so um this is uh as
that we mentioned it's a nine uh nine single families uh of a similar nature they're identical
in uh in design uh and materials uh they just repeat um five of them would be um facing
susquehanna and four of them will be facing fair hill what you're seeing on the screen now is a
site map and transportation uh we worked with the neighborhood to kind of go through and and and
verify that we that the site is you know is is fit to accommodate those nine new uh new homes with
respect to transportation and amenities inside amenities looking at looking at
the stores around looking at the at the religious assemblies around and you know
kind of making sure that it's a good fit went ahead and looked at the at you know
what does the site does what does the building do to the to the surrounding
kind of neighbors with respect to Sun and light those are to to fit within the
the philly fabric you know it's a three-story uh single family so light and shadows you know don't
really affect when you're in the three-story especially on white streets like so squahana
um you see in here existing uh conditions existing uh kind of side pictures as you see on the upper
left you could see there is an existing one story uh one story kind of a garage mechanic store that
is uh there will be uh demolished um and then in the rest of the picture you could see it's kind
And then in the rest of the picture, you could see it's kind of an open lot, kind of with a fenced open lot that is fenced. That's the corner. Let's go down. This is a little pixelated, but that's really the corner looking from above.
of an open LUT
if you go to the next one we have a zoomed in on that one so as you could see we have five homes
facing sasquahanna four homes facing fair hill they will be identical in in in architecture
with respect to to the program they're going to be a three bedroom two and a half baths
they will have their front kind of garden and a front parking and a back and a rear yard to each
and every one of them um as you see here we have two colors we have the color that is blue um kind
of showing one program and then we have that kind of uh pinkish peach color that's the same uh it's
the same typology the only difference is that uh building f has bay windows building e excuse me
has bay windows um but the program is the same it's about the same house it's a corner one so
you get kind of you know a little bit more light uh going through the plants we'll try to maintain
it uh a very simple very feeling like uh wrong where you kind of you come up the stairs you
arrive at your common uh common floor plan living kitchen and then we inserted a half bath
uh so you know so you don't have to go up or down uh for uh you know a quick bathroom break um
and going to the second floor if you stay on that one darwin it it doesn't really matter the same
but on the second floor we have a front and rear bedroom i'm kind of sharing a bathroom in the
center of the floor um then we would have the washer dryer on that floor on the floor as well
we're going to have a side by side and then just simple closets there's also a whole closet for
towels and linens and such uh and then the third floor uh you kind of arrive at the master so the
master is a little bigger it has the entire front section of the of the structure um dedicated you
know for uh for a bed and a little sofa probably you know a a baby bed if needed um and then the
rear would be um a bigger master bathroom uh which is kind of you know it's kind of uh kind of nice
to have a whole full bathroom for the master um going up you would arrive at the roof deck
um and the roof deck is common so everybody that visits the house uh kids and family could arrive
at the at the roof deck without interrupting the master so it's you know it's kind of uh
it's nice for entertainment um um the basement currently is is is just for utilities we're
going minus 4 and a half minus 4 11 underground so it's not really buried underground but there
is no program uh proposed currently it's just for utilities and and probably trash as well
um there is enough kind of head clearance to store trash until uh till trash day uh when it would be
brought out there is a backyard there is a front yard as well but i'm i'm anticipating people to
use the basement you know to have their trash bins this is about the same house with the exception
that that uh this one is a corner one so it has bay windows besides that it's the same program
it's the same plan um so yeah uh that is the section if you could zoom in a little bit i
think that it's important to know that the first floor is elevated um to accommodate for a uh you
know for a basement that is not fully done um and doesn't kind of you know bury you on the ground
there is still no program there but it's just important you know to not dig too much um in our
in our fabric in our street kind of fabric um let's go on the building is is 3710 uh so it's
within uh to the roof line so it's within kind of you know the uh the typical philadelphia 38 feet
of fruit roof height um let's go down darwin please um and these are just kind of artistic
celebration uh showing the materiality um we worked with the neighborhood they it's just a
fairly brick you know kind of a structure where you have a little bit of siding um i'm surrounded
there they kind of gave us nice comments about the fact that they don't want to see metal siding
they want to see something more i'm more earthy more kind of you know woody and cozy so we're
going with some wood siding in you know in kind of a wood color um um and then you could see here
you have kind of a front loading parking adjacent to uh to a greenery space so each home would have
parking and then a nice kind of batch of of greenery to allow for a front tree uh besides
the street tree this is kind of you know personal private tree for those homeowners
um besides the backyard they're going to have more trees but a little bit kind of a streetscape um
kind of prompts you know to to to um to have a nice kind of a pedestrian walk on that street um
that is the corner so that's how kind of the corners uh appears we have the you see we try
that is the corner so that's how kind of the corners uh appears we have the
to make this as kind of a continuous design kind of a cluster so you feel cozy you feel part of the
neighbors you know so kind of neighbors could see that it's you know it's not uh kind of a mishmash
mishmash it's it's all together we'll build together um and we'll create a coherent look
for that corner um that is the elevation from susquehanna avenue um similarly showing brick you
know a little bit of brick design some exterior lights um um kind of you know big big windows but
but not you know not overwhelming not nothing uh nothing floor to ceiling or anything like that um
There we have it, thank you, thank you, thank you.
Now, Mr. Chairman, members of the board, again, we ended up with refusals because we are reconfiguring
four lots into 10.
Technically, right, because we have four different lots in our subdivision created 10, we actually
generated 20 refusals.
on this application but they boil down to four parts we have one a contextual setback depth
in the RSA 5 district right where it's we're supposed to just have zero feet per setback
in other words no setback but because we provide one we got that refusal um second because we're
in our RSA five district or partially in RSA five district,
our setback is considered a front yard
and therefore parking is not allowed.
The other two dimensional refusal centers around the fact
that because we're partially in our RM one district
and partially in a CMX one district,
those refusals centered around locked area.
So two of those concerns,
are dealing with the fact that we're partially in RSA 5,
and the other two are dealing with lot error.
Now, if you look at Exhibit 6,
you can go there.
I think we can get a better idea of what our dilemma is.
I started off with purple, so you notice this is one of our lots.
That's lot one, we'll start with the purple, lot two, our CMX one lot, and this is our RSA five lot.
We're combining all four lots and subdividing them into 10 lots.
And let's go down to nine, right?
As you can see, you know, that's our two lots here, our two large lots above,
and it's going to ultimately be all of these laws now all together
this comprises it makes up over 12 400 square feet of of of land and it's vacant today
which is something that we all have seen and is quite noticeable when you look when you drive by
and see the blight that is there now because of this I think the the parcels
itself have been have created a quagmire because you have a RM1 RSA 5
and a Samnex one which creates the conflict in consolidating any one of these parcels let alone
all four um now with respects to the front yard and the Parkinson's we ask that the board grant
our application because of this unique conflict the RSA 5 front yard requirement is contextual
like I mentioned in other words the zoning examiner is required to create a setback based on the
adjacent buildings here there are no adjacent buildings so the setback is zero we're proposing
18 feet because and because our setback exceeds zero zero that's why we have the refuse
now we're presenting that because we want to provide park now
Now, if we can, I think we noticed that there was a no parking sign here.
sign here i think it's only for traps but even better yet i can
I think it's only for trash, but even better yet.
get the board to indulge me let's actually go on google maps
so google maps this is 521 susquehanna you see
this is fair hill but let me just go back on susquehanna and start there
there's massive
crowded parking here
truck parking
more truck parts right right darwin we don't see any oh you don't see any of this let me just see
the one you had we'll do that again darwin let me ask you a question how much longer do you think
you'll be with this oh I could speed it up give me yeah I'm just gonna be just
gonna be maybe five six minutes okay that's all that's all because I what I
does everyone see this the Google Maps now we see that right okay so this is
what i wanted to show i wanted to this is this is susquehanna as you can see the blight
let's just walk down fair fair hill you see
the pickup trucks see the panel truck you also see this truck with its hood up right
all in support of this garage which is the one of the properties that we own that we are going to
now change it to an allowable use of single family homes right so we are changing all of this
but i also want the board to understand if there's issues of uh curb cuts and taking parking spaces
is we do have, as you walk down the street,
we do have off-street parking.
And off-street parking, we believe that we're providing,
will not create any negative issues onto the property.
So having said that, you know,
we do submit that because the garage will be demolished,
that use will be gone, right?
The truck parking will also be gone, right?
And the fact that we are providing this 18 foot setback
in order to provide our own parking,
we believe that we have no negative impact
in providing such as you see in our application.
Now, with respect to the lot area,
just want the board to just go back here.
We have what you will call a, we're required to have 1440, as we all know, and parcel
So E is actually short by 180 square feet, and the following parcels are about the same.
We're short about 226.
We asked that you grant our application because, again, we were asked to have our setback at zero.
And what we're realizing is that you can see here.
We are presenting open space in the rear.
We are providing backyards.
And because we're providing backyards as well as parking,
we believe that we're creating a natural lot with a single-family home
that is only missing approximately, you know, any less than 200 feet on average.
square feet and we're doing that to provide both a front yard with parking and a rear yard
both a front yard with parking and a rear door.
And we believe that will give us the best use,
the best possible scenario for all.
And we do submit that by doing that,
we're not creating a negative impact as a result.
All in all, that gives us,
if you look at all the lots together,
We have, again, over 12,000 square feet of redevelopment land that we're proposing, and if you take that average, right, we're not that far off with 1440.
so with that i'm i we did meet with the community the community did give us a letter of not
opposition um we did have the our meeting in july of this year and and with that i would like to
bring the owner uh mr natty levy so so so let me tell you where where i stand with this um
uh i'm going to bring the owner on he'll adopt it then we're going to break and i'm bringing
you back at two o'clock and the reason being is we have a very long day ahead of us and i don't
want anybody to think well we have to be done questions in like two or three minutes so what
i'll do is bring the owner on you're going to top top the testimony we'll come back at two o'clock
and we'll finish this first and then we'll go to our two o'clock first okay so bring your client
on all right mr levi mr chairman member of the board sir could you please state and spell your
name for the stenographer netanelle levy n-e-t-a-n-e-l last name l-e-v-i you swear or affirm
to tell the truth the whole truth nothing but the truth i do council natty have you heard everything
that was the statements that were made today in support of this application i did and if given a
chance would you uh made the same statements i would therefore is it safe to say that you would
have you will adopt my statements and all the statements made today in support of this
application yes i do all right all right all right so so here's here's where we are listen
up for everybody we're going to break at two o'clock we'll come back we'll finish this case
and then we'll start at two o'clock list sorry okay thank you everybody so there's one case left
right this is it and then uh we'll we'll come back at two chair i'm sorry to interrupt this
is ian hegarty um we have a request from the rco representative to make their statement now so they
don't have to wait until 2 p.m would you be willing to indulge that if they could yes yes all right
